Provide the `__suuid` cookie via scriptlet; restrict script block to
platforms where scriptlets are supported (excludes free iOS, Safari
extension, Android Content Blocker).
Regarding Safari, usually add hint for it because Safari extension
sometimes injects scriptlets/JavaScript rules too late.
